Governor’s May Revision, DDS proposed budget language to the Legislature, and what’s next… To see full text of Health and Human Services proposed May Revisions go to: http://www.ebudget.ca.gov/pdf/Revised/BudgetSummary/HealthandHumanServices.pdf Provider Payment Reductions The 10% proposed cut in providers payments for Long Term Care (which includes ICFs) remains in the current proposed May revision of the Governor’s budget. This proposal will require a federal approval of a state plan amendment. CAHF will continue the current aggressive advocacy for providers. We urge our members to continue with important grassroots outreach by meeting with and asking your legislators to send the message to the governor to stop the 10% cut. From the California Disability Services Associations: Our initial review indicates that DDS has addressed some of the major concerns CDSA submitted comments on. The Budget Subcommittee will be meeting for a more in-depth review of the TBL tomorrow at 8:00 am. The Public Policy Committee will have a call Wednesday afternoon to finalize CDSA's position on the TBL and May Revise. Dear Friends, Our community is facing its most serious threat in many years. Governor Brown's proposed budget cuts would gut the Lanterman Act's promise that people with developmental disabilities will get the services and supports they need to live full lives in the community. If the cuts happen, you could lose all of your services. There is no way to know until after they pass, if they do. This is serious. The Arc and other disability organizations are fighting in the Capitol to protect our community's services. To limit the damage, we need a strong show of support from the community. That means you and the people you know throughout the state. Help Stop the 10% Cut! Sign Your Letters NowCAHF has issued an urgent Call-to-Action asking service providers, families, and friends across the state to write the governor and Legislature. Our message: Don't cut long-term care! The overall goal: to send 100,000 letters by February 15th. TERI has committed to send 500 letters and we need your help. Why do we need the letters sent so quickly? Because the legislature is considering the governor's proposed budget now and will likely vote in the next two weeks on whether to accept the budget -- and its proposed cuts -- or make changes. For those of you who have looked at the survey at DDS and not felt able to answer the questions, here are some suggested responses from the “Keeping the Lanterman Promise” group which seem very apparent: Visit www.ktlp.org for more information. KTLP Answers the Department of Developmental Services (DDS) Survey If you want the state to honor the promise of The Lanterman Act, you know that the Individual Program Plan (IPP) is the very heart of the law. The IPP is your promise that each person's needs and services will be determined on an individual basis. DDS is now proposing Statewide Purchase of Service (POS) Standards. These "standards" sound like something good, but they destroy the promise of The Lanterman Act. POS Standards are actually POS LIMITS. They are state imposed arbitrary limits on services for every person, regardless of their needs or individual circumstances. POS Standards are arbitrary rationing…
